He deserves to go down. As I recall, the riverboats did not refuel before taking on their daily tasks, and ran out of fuel. Poor, poor, training if true.

How much training does it take to know not to leave port without full tanks? Like driving out west late in the evening and leaving a town with an open gas station without stopping to top off the tank.....
