A pity that Scalia passed away or the decision would have been 5-4 and set a precedent preventing any future president from every trying to abuse executive orders this way, but I suppose a victory is a victory, and at this point I’ll take any win we can get.

Nobody. Big-picture court cases are basically make work for lawyers and judges. Congress and Obama will go on whatever path they would take. The court decision merely determines how much is done "underground", and changes the contents of the covering dialog.
