**NO ONE "owns" the FBI...it is our own American version of a national police. ALL OTHER COUNTRIES have a national police, except us. The FBI comes kinda close to a national police.
As for the others...well the American voters put in the Democrats TWICE for eight interminable years, Congress and President. The blame lies with the American voters.

The details of the Clinton’s activities are fully known by the FBI. Because Clinton has not been indicted for that information shows the corruption of the Obama Regime, which has the mark of a third world dictatorship. The FBI’s reputation has been severely compromised by that tin pot dictatorship we call the Government of the United States. They will rue the day they sat on their heels and did not act on the evidence they have. The American people will no longer trust the FBI for anything and they will act, with the help of a Donald Trump Presidency, to clean out what has become a political organ of a corrupt system in Washington D.C.
