If it is not ransom, is Obama embezzling US money and holding it in Iran? The reason for the question IS VERY RELEVANT. Here is why. The US Constitution in Article 1 Section 9 says No money shall be drawn from the treasury but in consequence of appropriations made by law.

Was this distribution to Iran made in an appropriation by Congress or under some US law that already exists.

Frankly I doubt it. Obama has taken a unilateral action that should get him impeached.
