Good point. In 1964 Congress rolled over for LBJ & gave him the Gulf of Tonkin Resolution which was carte blanche for escalating the Vietnam war with ground troops & no deadlines for additional approval. Look where that got us.
If the issue is martial law, however, Congresspeople will be asking themselves if they want to commit their suddenly unelectable @zzes to an extremely unpopular act by the executive branch.
Not even Adolf Hitler acted in a complete vacuum; he had to consider whom to not displease in Germany (example, “guns before butter” was disregarded; production of consumer luxury goods was not curtailed.)
