I’m guessing she knows she won IL, so she’s shutting down and ripping off the little people there. That leaves her with more money for states that are in play, so it’s for their own good that she’s ripping them off. They should be grateful to be robbed, since it’s a good cause, shouldn’t they?

If IL were in play, they’d still have their office open. You absolutely cannot go about not paying people who are on payroll—you get hauled off to jail for that. But if they were contractors or just had an implied rather than actual position, they could well have a plan to stiff people who aren’t needed any more.
It is not that uncommon for pols to have to pay off vendors from their last campaign just in time to get their next campaign going.
