In response to a class action lawsuit by as many as 3,500 ready-to-hire air traffic controller applicants whose names were "purged" so the Federal Aviation Administration could hire based on race, federal lawyers asserted that the administration is immune from liability for denying constitutional equal protection because of sovereign immunity. In other words, they claim protection by the legal maxim rex non potest peccare, which means, "the king can do no wrong."

This president has long thought he was immune from the Constitution.
Sovereign immunity as a principle extends to state and local officials also. It’s pretty well established, although there are federal and state laws that limit its applicability somewhat.
Presidents have a lot of power, even by original intent and even more by modern legal butchery. A high level of legal immunity is part of that power and always has been.
King Putz only thinks he’s a king.
But how does this apply to 0bama?

That would keep the elected officials in line.
Sovereign Immunity does not extend to illegal acts.
And the supreme court has already ruled that a sitting president can be sued.
