Seems reasonable to me.

But the good Governor should be able to implement this rule on his own, one would think. Guess not, otherwise he wouldn’t have asked for permission.

It's in the first paragraph ...

I am all for this you want the government to take care of you then you GIVE UP your freedoms BRING ON THE ACLU!!!!! Taxpayers should NOT support drug habits!!!!
