I don’t know what you mean by Rush wasn’t on board.
He stayed neutral until the outcome was evident, then was most certainly on board.
I suspect he has closer ties with Trump than we will ever know.

This meme again. If You had listened to him, you would have heard Rush talk about how Cruz was the closest this generation had to Reagan. And he said Rubio was “a full-throated conservative” in the mold of... Reagan. And we should just ignore all that gang of 8 stuff because he was young and everyone makes mistakes.

Can you find equal gushing Rush quotes about Trump?

Rush openly endorsed Cruz by stating that he was the closest candidate to Ronald Reagan in our lifetime. He only supported Trump after his pro-illegal immigration candidate hit the skids and lost the nomination. Rush is on the list of talk show hosts that was paid by a Cruz PAC to support him, a story that the MSM chose to bury because it was a plot against Trump. Rush is now rightly being held accountable by a large segment of his audience who has no left. Rush will survive, Levin will not.

I'm a regular Rush listener. I listened to him nearly every day throughout the primary, and can tell you that he most definitely was shilling for Cruz until it became clear that Cruz would not make it.

He treated pro-Trump callers with utter disdain, and behaved most inappropriately toward them, frequently cutting them off, and even laughing in their faces. This was documented here on the daily Rush show threads.

To his credit, he actually kept his eyes and brain engaged during the process, and unlike Levin, chose to live in Realville when it became clear that Trump was the people's choice.
