Exactly. You beat me to it. We already have laws against this kind of criminal violence. Time to return to enforcing the law. At the very least, water guns, nightsticks, pepper spray, rubber bullets, since we can only put so many of them in jail without going broke.
We do have laws already; but there could be increased criminal and civil penalties, especially against officials who refuse to protect.
