U.S. Immigration and Customs Enforcement says it possesses a limited amount of 9mm bullets for agents in the field as well as for training purposes, and it is rationing its ammunition based on internal requests until it can award a new contract.
The apparent role poor planning, or another agenda, played in the issue came to light when ICE said it would have run out of 9mm ammo by June 2017 in the absence of a modified contract with its supplier, Vista Outdoor Inc. So, the agency last month approved a $363,307 ceiling increase to contract No. HSCEMS-11-D-00002.
The ICE Office of Firearms and Technical Programs, or OFTP, then ordered more ammunition in March, according to a Justification and Approval, or J&A, document that WND located through routine database research.
But if it were not for the J&As sloppy redactions the contract ceiling-extension cost, for example, was partly covered by what appeared to be faded black-marker ink, as were references to annual ammunition purchases under the original contract the public would remain further in the dark about this questionable acquisition process.
What remains particularly unclear is why ICE failed to prepare for this purported ammunition depletion sooner than it did. According to the partial record, the agency as early as Sept. 29, 2011 the start of the original base-year contract knew it would be legally obligated to open the process once again to competition within five years. But the supposed depletion of its 9mm ammunition stores nonetheless arrived, even though before that initial year ended the agency identified a need for more 9mm ammunition and swiftly approved a J&A to raise the contract ceiling.
The recent admission of a shortage:

Probably all were sent to his left wing buddies like BLM, and perhaps ISIS.
Just get them from Internal Revenue Service, I am sure they have plenty.
Hey, if the price is right...
Someone ran the ammo numbers and the amount they’d bought under Obama would sustain Fallujah-tempo of operations for over 100 years.
What is going on is lying or thievery on an EPIC scale.
I agree, where the heck did all of that obama ammo go? I wonder if it is in the hands of Organizing for America, his personal coup organization.
Transfer the ammo from the Education Dept. and the IRS and the National Oceangraphic and Atmospheric Administration.
It would take decades for DHS to go through all the ammo it purchased under Obama.

1.6 Billion Rounds Of Ammo For Homeland Security? It's Time For A National Conversation
Mar 11, 2013
The Denver Post, on February 15th, ran an Associated Press article entitled Homeland Security aims to buy 1.6b rounds of ammo, so far to little notice. It confirmed that the Department of Homeland Security has issued an open purchase order for 1.6 billion rounds of ammunition.
As reported elsewhere, some of this purchase order is for hollow-point rounds, forbidden by international law for use in war, along with a frightening amount specialized for snipers. Also reported elsewhere, at the height of the Iraq War the Army was expending less than 6 million rounds a month. Therefore 1.6 billion rounds would be enough to sustain a hot war for 20+ years. In America.
Add to this perplexing outré purchase of ammo, DHS now is showing off its acquisition of heavily armored personnel carriers, repatriated from the Iraqi and Afghani theaters of operation. As observed by paramilblogger Ken Jorgustin last September:
[T]he Department of Homeland Security is apparently taking delivery (apparently through the Marine Corps Systems Command, Quantico VA, via the manufacturer Navistar Defense LLC) of an undetermined number of the recently retrofitted 2,717 Mine Resistant Protected MaxxPro MRAP vehicles for service on the streets of the United States.
These MRAPs ARE BEING SEEN ON U.S. STREETS all across America by verified observers with photos, videos, and descriptions."
Regardless of the exact number of MRAPs being delivered to DHS (and evidently some to POLICE via DHS, as has been observed), why would they need such over-the-top vehicles on U.S. streets to withstand IEDs, mine blasts, and 50 caliber hits to bullet-proof glass? In a war zone yes, definitely. Lets protect our men and women. On the streets of America ?"
They all have gun ports Gun Ports? In the theater of war, yes. On the streets of America ?
Seriously, why would DHS need such a vehicle on our streets?
Why indeed? It is utterly inconceivable that Department of Homeland Security Secretary Janet Napolitano is planning a coup detat against President Obama, and the Congress, to install herself as Supreme Ruler of the United States of America. There, however, are real signs that the Department bureaucrats are running amok. About 20 years ago this columnist worked, for two years, in the U.S. Department of Energys general counsels office in its procurement and finance division. And is wise to the ways. The answer to why would DHS need such a vehicle? almost certainly is this: its a cool toy and these (reportedly) million dollar toys are being recycled, without much of a impact on the DHS budget. So why not?
Why, indeed, should the federal government not be deploying armored personnel carriers and stockpiling enough ammo for a 20-year war in the homeland? Because its wrong in every way. President Obama has an opportunity, now, to live up to some of his rhetoric by helping the federal government set a noble example in a matter very close to his heart (and that of his Progressive base), one not inimical to the Bill of Rights: gun control. The federal government can (for a nice change) begin practicing what it preaches by controlling itself.
thanks! Good article!
Maybe you missed it, but Senator Juan McLame personally delivered the ammunition along with RPG’S, and Full Auto weapons to Hezbollah a couple weeks ago.
I thought those billions were 40 S&W.
Don’t forget the nice folks at the Food and Drug Administration and all the Park Rangers at the National Park service.
If Yogi Bear and Boo-Boo steal one more picanic basket, they are gonna get blasted with a 50mm.
That's domestic. Plenty is imported too. Even the Feds buying a billion rounds over a couple years couldn't have a drastic effect on the market.
One of the parks had a break-in at a storage facility and lost thousands of rounds, so they may not be able to help.
“Just get them from Internal Revenue Service, I am sure they have plenty.”
The IRS should “give up” ALL of it’s ammunition, because they should be required to surrender ALL their weapons as well. Guns should have no place in the IRS!
“1.6 Billion Rounds Of Ammo For Homeland Security? It’s Time For A National Conversation”
The open question at the outset should be was this a contracted amount of ammunition, or was that quantity actually delivered?
EPA too. Any nonmilitary agency should, immediately.
