Why? As be says in the article, when Americans are forced to train their replacements, that’s a problem, and counter to the intent of the program. Well, the stated intent, anyway.
What the hell are you talking about? He’s AGREEING with you, saying the purpose of the program is the opposite of how it’s used.
It wasn’t the ORIGINAL intent when they wrote the bill back in the 90’s.
The guy who wrote it went on 60 Minutes on Sunday and said that intent has been completely perverted.

I understand what you are saying but as someone who follows politics a law like this is always perverted. Milton Friedman wrote about this regulatory capture. The original author is a fool.

Maybe not, but one of my American citizen friends was replaced by an H1B, who isn’t as experienced, less than a month ago.
What it is intended for and what it is being used for are frequently two different things.
Intention does not meet reality.
H1Bs exclusively replaced Americans by the thousands at my last employer.
Solve the problem by simply ending H1B and L1 visa programs. Neither are needed. Besides, since India won’t take back deportees we should cancel all visas from India and not allow a single person from India to come to the US until all here go home. Further, if a company employs and Indian, demand they fire them. No exceptions.

then set the minimum wage to expert level.

Intent. You can pave a mighty wide rode on “intent” but the destination is not desirable.
