Step #2 .... pass a bill which can be passed with simple majority (AHCA). The version freedom caucus desires can not pass both houses of congress. It was DOA.
Step #3 .... increase number of seats in congress in 2018
step #4 .... pass phase II & III with more republicans in congress.
AHCA will not pass the house. It is and was, DOA.
What has been passed by both the house and the senate is the HFC preference for the 2015 one page repeal of Obamacare. Give President Trump the opportunity to sign it.

If the GOP House and Senate passed the AHCA in Step #2, there would be no increase in the number of seats in Congress in 2018. The GOP would have gotten slaughtered in 2018 after the insurance companies sent out their 2018 renewal notices with another round of massive hikes in premiums late this year.
That's why the AHCA absolutely had to have one thing that it did not have: a credible set of provisions that would have reduced insurance premiums IMMEDIATELY.
