Gotta give these people jail time and not just 30 days or some other slap on the wrist. Give them 6 months to send a message so the next people who think about doing this will think twice. If they still do it and know they will spend at least 6 months in jail; you at least know they are passionate about their “convictions”.
After 30 days if they haven’t been a problem prisoner give them a conditional probation to see if they learned anything.
