The issue here is that a disproportionally large percentage of the more at risk gay community are infected with HIV and wish to supplement their incomes by selling their blood and body fluids. The selling of blood, blood plasma and body fluids is common form of income supplementation among lower income residents.

Senator Wiener is not trying to enable altruistic donations, wants to enable the ability of HIV positive people to freely engage in the commercial selling of their blood int the American blood supply without any restrictions.
Since donating blood and body fluid products is increasingly a for profit commercial activity for private individuals to supplement their incomes, it actually needs more scrutiny and regulation than it currently does and the knowing sale of contaminated blood needs to have more, not less, serious criminal penalties.
The indiscriminate sale of HIV tainted blood was pioneered by Bill Clinton when he was Gov of Arkansas .
He pressured the prisons to indiscriminately collect blood from inmates, which he sold to blood banks, especially to Canada. There were kick backs to Clinton and Clinton cronies involved. This Gov Clinton scam is almost solely responsible for pretty much wiping out the hemophiliac population of Canada

HIV is a problem only because of politics. Had the handful of homos been quarantined when it first showed up, and their sex partners tracked down and also quarantined, it would have been over in the 80’s.

For years I’ve lived as though it didn’t even exist; after the deaths of some true innocents from tainted blood early on, it became a truly preventable infection. Now they insist on having high-risk people in the military (imagine serving as a medic today?), and they want to lift the ban on gay men donating blood. Despite living a lifestyle that had practically 0% chance of infection, I guess we’ll all be exposed now.
FWIW, the homo lobby has always resented that this is regarded as a gay issue. While others may get it (needle users, etc.); gays have always been the majority of those with AIDS in the US.
Homosexuals are just normal, everyday people.
OK, just add Ebola to that list, so the HIV carriers won't feel singled out unfairly. /s

I feel exceptionally sorry for those who grew up in California under the conservative leadership of Governor Ronald Reagan. And the Central Valley folks still there. As a NY State conservative I understand. But it appears that no state can out looney-left, California.
The origin of HIV, I believe anal sex with monkeys, is not exactly a homo origin. But, if the lore is true, the locals who were raping the monkeys then had homo sex with tourists who brought it back, which in my book makes it a homo disease. And the fact that male prostitutes to the homo trade are IV drug users should not have surprised anyone.
The whole thing is a sordid disgusting episode which gives us innocents way too much information about their disgusting lifestyle. Its hard to have sympathy with a person who would go to a gay bath house or bar to let 10 or 20 strangers give them anal sex.
