85% drop in food stamp recipients in AL counties where work requirement restarted

From our file named "Duh." The Alabama Department of Human Resources says 13 counties that reinitiated a work requirement for the Supplemental Nutrition Assistance Program (SNAP), formerly known as the food stamp program, saw an 85% drop in recipients.

The counties had been exempt from the work requirement due to high levels of unemployment. But with the economy recovering, the state of Alabama restarted the work requirement on January 1 this year, which resulted in the massive drop in SNAP participants.

Nationwide, there are about 44 million people receiving SNAP benefits at a cost of about $71 billion. The Trump administration has vowed to cut the food stamp rolls over the next decade, including ensuring that able-bodied adults recipients are working.

During the Obama administration, the number of SNAP participants nearly doubled – as did the SNAP budget. Certainly, the economic downturn was at least partly to blame for that. But the real culprit in the explosion of SNAP recipients had to do with a radical change in philosophy by the president – a result of his efforts to "transform" America.

As it was originally constituted back in the 1960s, the food stamp program was supposed to help the desperately poor. Gradually, over the years, eligibility requirements were expanded .

Surely, anyone with a neuron still firing could have predicted this. Some European countries have "workfare", which requires you to show up at 7AM to wash windows, clean toilets...whatever needs to be done on gov't property to qualify for any welfare payments. You'd be surprised how many people find better paying jobs in the private sector.

The counties - Greene, Hale, Perry, Dallas, Lowndes, Wilcox, Monroe, Conecuh, Clarke, Washington, Choctaw, Sumter and Barbour.

Most of these counties are in or border the Black Belt.

This fertile strip of soil runs from VA to TX with some of the very richest being in Dallas County, AL.

Catfish farming in Perry, Hale, and Greene counties is HUGE.
Some farms harvest almost one million pounds per week.
Lotta jobs.

And, to stabilize that effort, they need to get rid of illegals. I know the (for the most part) cowards in state govt, especially in the governor’s mansion, say they cannot. It’s not true. There’s much they can do to make criminals/illegals seek greener pastures elsewhere.

A lot of the childless, able-bodied are college students who don't want to work while in school. They have found the loophole in the system that allows them to use SNAP instead of getting a job to make ends meet. A lot of campuses have also started food banks, because the notion of the "starving student" is so prevalent. They don't vet or ask questions, it's all on the honor system. My bet is in Alabama, a lot of those dropping off the SNAP rolls are the college students who lost their free ride.

These counties (especially the western ones in Alabama) are also solidly democrat, some of the poorest in the nation, and demographically more black than most other counties in Alabama. Every election, its easy to pick out the clack belt on the county map. I don’t understand why, but these areas are poor, despite their resources.
