No. The constitution gives that power to the federal government. Trade deals must be enforceable and when the usa was under the articles of confederation, states could place tariffs on each other and ignore foreign treaties since no one could enforce them. The us constitution was specifically designed to have a central government that works and can negotitate deals for the whole country.
