The Chinese are getting foothold in Africa because of the natural resources, so they’re paying off the local governments with infrastructure projects in exchange for mining rights.

Works for me, I don't care they can have it.

Remember the cold war saying:

"Whoever wins Africa looses the war".

Chinese boots on the ground will not be dependent upon a satellite system for operational control. Think about it.
