One of the ‘practices’ in our government agencies is that the more people you have under you, the more you must be paid.
That is why they create so many positions and have so much dead wood.
The other ‘practice’ is that if you don’t spend your entire budget AND MORE, your budget will be cut. At the end of the fiscal year, they have a ‘buying’ spree where everyone orders junk they don’t really need, to ensure that they go ‘over budget’.

I would start with a 50% cut on all flag officers. Then work on useless departments such as the trans-gender integration office (or whatever it is called).
But not as much on COLA. If I could still buy a 1960's size Hershey bar for 10 cents, I'd agree.
But as long as Congress lets the Fed drive the dollar down to trash, the COLA is needed as a bandaid on the problem of inflation.
Yes that is a very nice thought, however it puts the onus on taxpayers to pay increased taxes to keep upping SS and GVT Pensions. Which kind of makes for a self eating watermelon where prices go up because taxes increased to pay pension COLA.
I think that these pensions should be viewed as annuities (i.e., a fixed sum of money paid to someone each year, typically for the rest of their life). It is incumbent on the individual to take steps to cover inflation.
One way I am covering inflation is I converted an IRA to an annuity, so I get that fixed amount every month. But I know several guys here in Thailand where they only have SS because they believe in the Government umbrella.
Decertify the mafia/government unions, and fire the 80% of federal “workers” who are do-nothing drones.
How big is the federal payroll anyway?
A quick Google says about 3 million non-military Federal employees. Assuming a median salary of $60K a year ($50+bennies) gives an annual salary cost of $180 million or a fifth of a trillion dollars (probably much more).
Not counting full-time contractors, the number of which no one knows b/c contractors are expense items (or capitalized as part of a larger contract) and no different that computers or desk chairs as far as accounting is concerned.

The poverty stricken State of Maine has several single-spaced pages of RAT paycheck recipients (I am loath to call them workers) earning more than that. That’s about what mid-level staffers at the Statehouse get.
And when you speak of bennies....they generally equal double or triple the pay rate.
The do-nothing bureaucRATs and other public “employee” lay-abouts and no-show parasites are the ultimate welfare class.
Their main function is to stand by for a year, and then become a fully paid, professional campaign staff for the RATs at election time.
