There is no such thing as true AI. Computers will always be
zero’s and ones programmed to act in such and such a way. What people are scared of is the loss of freedom and individualism as more aspects of life become regulated in the name of safety and uniformity by power mad do good bureaucrats.
The question is who are they doing good for?
The populous that they claim to serve?
Or the power mad bureaucrats who are serving themselves?

....which are completely enforceable by computers. In fact, following exact rules are what they're designed to do.
Hit 36 in a 35 on your way to work? That's a point on your license and your insurance goes up. Seat Belt not buckled, or you had one beer with dinner? Your car won't start. Cholesterol a little high? No McD's for you, and forget about picking up something tasty at the grocery store. Get to work at 8:03 instead of 7:59? Your boss will be notified, expect a visit from HR later that day.
And so on. I've talked to people who say the latter is already enforced via nametags/badges, especially at conventions. Can't have people hitting the slots in Vegas when they're supposed to be at sales meetings.
And it's all for our own good. No AI needed, just a little more regulation and a PC to enforce it.
You need to brush up on adiabatic quantum computers. The Quantum Bits can be in a zero or one state simultaneously, not to mention other curiousities about how they function.

However, the FUNCTIONALITY of computer hardware and software systems, along with the growth of mechanical appendages to those systems (ie, robots) is growing at a pace that will conceivably make a large fraction (maybe greater than 50%) of the population unemployable in the future.
AI doesn’t have to be conscious to take away jobs.
The loss of jobs to AI is real, continuing and unstoppable.
