CIA Didn’t Trust FBI or NSA – Created Bogus Updates to Steal Data & Spy on Fellow Agencies

The Central Intelligence Agency apparently didn’t trust its partners in the American intelligence and created a fake software update to steal their data. Part of an internal project called ExpressLane, the bogus update was installed by the CIA Office of Technical Service (OTS) agents purported to be upgrading the biometric collection system.

This biometric system was installed at the “liaison services” that included National Security Agency, Department of Homeland Security, and the Federal Bureau of Intelligence. The agency reportedly installed these at partner offices around the world to gain biometric data that was collected by the other agencies. The scathing revelation comes through the latest WikiLeaks dump that has released the ExpressLane documents.

“The systems are provided to Liaison with the expectation for sharing of the biometric takes collected on the systems,” the document reads (emphasis is ours).

“Some of these biometric systems have already been given to the Liaison services. OTS/i2c plans to revisit these sites with the cover of upgrading the biometric software to perform a collection against the biometric takes.”

The leaked documents suggested that the CIA designed this database in a way that the system would stop to work after six months if a CIA agent doesn’t visit that liaison agency to install an update. The tool appears to be designed to ensure that other agencies were sharing all the collected data with the CIA.

The CIA agent would insert a USB device that runs this ExpressLane tool. However, instead of doing what this app claims to be doing, this tool would collect all the new biometrics data recorded since their last visit. The screen was designed to ensure that if the agent had to install it in front of a partner intelligence officer, they would be shown a “splash screen with a progress bar” like an authentic installation and not a covert collection operation.

It is unlikely that this ExpressLane CIA tool is still working considering the leaked document is nearly a decade old with support for Windows XP. However, it is bound to create some awkward conversations between these “partner” spy agencies.

So, the CIA was spying on the other intelligence/security agencies of the US Government? Apparently to access their data collected inside the US, where the CIA is not supposed to operate, by law?

It is long past time to clean house of these spooks.

This action sounds illegal... What did John Brennan know about it and when did he know it? Everything the jihadist of the Kenyan Team touched should be investigated and prosecuted. He is a highest level Swamp King.

Guessing that they were using a thumb print to logon rather than a password? I confess that I’m not sure if this is a huge problem. CIA would want to know if an agent from another agency who hasn’t logged on in a long time is “still the same guy/gal” and that it isn’t somebody spoofing their security. So like required password updates at set intervals, they still require biometrics to be updated.

It also sounds like the USB devices was maintaining a record of logins for a comparison check. So I’m guessing that the USB dongle was required for biometric access to all computer networks, not just this network.

Where was Obama. Oh yeah, conspiring with John Brennan. Has anyone ever raised concerns who wanted Gen. Petraeus removed as CIA director? A good bet is John Brennan.

Originally, Dept of Homeland Security was developed because different agencies did not share information that could have solved important dangers like 9/11. It was found that each organization had a piece of puzzle and if it had been given by each to one organization, it could have been prevented!

This was a problem for decades, each wanted to solve crime, so each kept their info from others. Homeland Security was to get ALL info so they could review it, to see if pieces of puzzle would give info. Instead now HS is it’s own entity, and I am unsure if that original intent is still there, as it was created under Pres Bush....then came Obama, so it could have been re organized??

What it helped the CIA do was to bypass the need to get FISA warrants to get NSA, or other non-CIA intelligence data that, in the CIA’s hands would be relative to spying on private American citizens.

Brennan was one of the most corrupt and unethical heads of the CIA we have ever had. I’m betting he directed this. If ever the truth is know about this Russia collusion BS is known, I’ll bet Brennan AND Clapper will be right in the middle of it.
