Commission to Assess the Threat to the United States from Electromagnetic Pulse (EMP) Attack

The EMP Commission was established pursuant to title XIV of the Floyd D. Spence National Defense Authorization Act for Fiscal Year 2001 (as enacted into law by Public Law 106-398; 114 Stat. 1654A-345). Duties of the EMP Commission include assessing:

- the nature and magnitude of potential high-altitude EMP threats to the United States from all potentially hostile states or non-state actors that have or could acquire nuclear weapons and ballistic missiles enabling them to perform a high-altitude EMP attack against the United States within the next 15 years;

- the vulnerability of United States military and especially civilian systems to an EMP attack, giving special attention to vulnerability of the civilian infrastructure as a matter of emergency preparedness; the capability of the United States to repair and recover from damage inflicted on United States military and civilian systems by an EMP attack; and

- the feasibility and cost of hardening select military and civilian systems against EMP attack. The Commission is charged with identifying any steps it believes should be taken by the United States to better protect its military and civilian systems from EMP attack.

Multiple reports and briefings associated with this effort have been produced by the EMP Commission including an Executive Report (PDF, 578KB) and a Critical National Infrastructures Report (PDF, 7MB) describing findings and recommendations.

The EMP Commission was reestablished via the National Defense Authorization Act for Fiscal Year 2006 to continue its efforts to monitor, investigate, make recommendations, and report to Congress on the evolving threat to the United States from electromagnetic pulse attack resulting from the detonation of a nuclear weapon or weapons at high altitude.

The EMP Commission released a Critical National Infrastructures Report (PDF, 7MB) and testified before the House Armed Services Committee (July 10, 2008). This is the link to the commission report (pdf download at the upper right of the page).

Posted in hopes that FReepers will take the time to download the report and read it to educate themselves about EMP. The report is 7MB PDF but is written in plain English and discusses the potential impact of an EMP attack on our critical infrastructure, including food, water, banking, transportation, energy, etc.

It is well worth the time to become informed on this important topic, regardless of current events with North Korea.

You may not sleep easily afterward, but we cannot prepare for an enemy we do not understand.

How many weeks, months or years is it likely to take before this EMP Assessment Commission has obtained it’s conclusions?
I’m only being partially sarcastic. I know little about this committee.

A single detonation over the US would be catastrophic. This puts minor players like N Korean or Iran in the game big time. An anonymous strike from Mexico or a cargo ship off our coast negates the MAD theory we’ve relied on for 65 years. Very dangerous times. Not hardening our infrastructure while we squandered trillions is unforgivable.

Yes. Hardening our infrastructure would cost a few billion.

Hundreds of times that amount wasted by the Obama Administration.

Now President Trump is getting serious about this threat.

Sorry, but I still think that giving Sandra Fluke condoms was MUCH MORE IMPORTANT than protecting the country against EMP attacks.

The commission’s work has been completed, the report was published in 2008.

So your question could be rephrased: “what has been done about it under President Obama”. And I think we all know the answer.

According to info at the link, the report was issued about nine years ago in 2008.

Authorities check a fraction of the cargo containers moving through our ports, so it is highly likely that N Korea could move nuke components into the USA. Rather than detonate them on the ground, much more likely that they would elevate a nuke for an EMP effect, either by hot-air balloon or small plane. President Trump needs to eliminate the N Korea regime, sooner than later. An EMP strike will definitely cripple us.

I have read but vaguely remember details, that NK has something in the proper low-earth orbit to do this, exactly over the US, and something about who or what is in Mexico to do something bad to us. :((
