I don't know how he actually pronounced those words ("core" or "corpse"), but this was more high-flown exaggeration and empty promises than a blueprint for tyranny.

You are wrong. Look at Obama’s words. And then look at his actions over the years. He spent a lot of tax dollars getting gov’t agencies weaponised with military quality arms and ammo.
Agencies like Social Security Administration, and HUD (I seem to remember them on the list).
I am sure someone else has more details.
