Illinois Gov. Rauner Signs Bill Allowing Medicaid For Abortions (Republican)

CHICAGO -- Illinois Gov. Bruce Rauner signed legislation Thursday allowing state health insurance and Medicaid coverage for abortions, ending months of speculation after the Republican reversed his stance on the issue last spring.

The General Assembly controlled by Democrats approved the measure in May but delayed sending it to Rauner until Monday, in part because he has changed his mind about support of the plan.

As a candidate in 2014, Rauner said he would support expanding coverage for abortions. But last April he said he opposed the idea and said the state should focus on improving the economy.

The proposal would allow abortions funded by state employee health insurance and Medicaid. Democrats argue all women should have the same access to abortion services. Republicans argued taxpayers should not be forced to fund a morally objectionable procedure, particularly during a state budget crisis.

The Department of Healthcare and Family Services estimates the annual taxpayer cost of abortions under the measure would be $1.8 million.

The decision has been politically difficult for Rauner, who's considered one of the most vulnerable governors nationwide in his 2018 bid for a second term.

The former venture capitalist first won elected office in 2014, in part by getting support from independent voters in the suburbs, especially women, with his pledge to have "no social agenda." He often campaigned with his wife, Diana Rauner, who calls herself a "lifelong Democrat."

Rejecting the measure would turn off those voters while signing it would risk enraging social conservatives and could mean a primary challenger for him. The law takes effect immediately.

Just as bad if not worse:

The measure also removes language in Illinois law that states a desire to criminalize abortion if a 1973 U.S. Supreme Court ruling legalizing the procedure is overturned. Democrats initially sold the bill as a means of keeping abortion legal if Roe v. Wade were dumped.

Another swamp rat Republican. Planned Parenthood and other abortion clinics get $1.8 million in abortion funding - blood money to end the lives of unborn children.

This guy is the epitome of the word swamp rat. He ran as a Republican, and his wife is a lifelong Democrat. It sounds like despite saying he would have no social agenda, he supported expanding coverage as a candidate. However, he then backtracked last April. Now he has flipped and signed the bill - appeasing Democrats and the abortion industry. Because of the provision to continue access to abortion post Roe vs. Wade being overturned (if it is) and just the number of babies that will be killed per year because of this ($1.8 million can end a lot of lives), this will lead to the deaths of thousands and thousands of unborn children.

Primary this guy, Illinois conservatives. If a Democrat wins in the general, it wouldn't be a difference anyway.

This is what ILLINOIS TAXES will now provide:

Provide free Medicaid abortions with no restrictions. Abortions would be covered for any reason through the nine months of pregnancy, even if an unborn baby feels pain and can survive outside the womb.

Remove the ban on state employees’ insurance policies paying for abortions.

Provide no monetary cap to the number of abortions that could be covered by Medicaid.

Remove language concerning the General Assembly’s declaration that the unborn child is a human being from the time of conception and is, therefore, a legal person for purposes of the unborn child’s right to life.

See, see! Aren't you glad you have a Republican doing this? At least he didn't sign onto a full-blown, taxpayer coverage of abortions and abortions for anyone and anywhere like the Dems!

This is why we GOTTA hold our noses for Rauner! We just GOTTA!

Rauner's camp thinks they have Republicans over a barrel to vote for him or lose redistricting to the Democrats but this move proves that he would be no help in that matter either. He is just chasing out good hard working earners and replacing them with deadbeats, welfare frauds and losers.

For the third consecutive year, Illinois has lost more residents than any other state, losing 37,508 people in 2016, which puts its population at the lowest it has been in nearly a decade, according to U.S. census data released Tuesday.

Illinois is among just eight states to lose residents, putting its population at 12,801,539 people, its lowest since about 2009. Illinois' population first began to drop in 2014, when the state lost 11,961 people. That number more than doubled in 2015, with a loss of 28,497 people, and further multiplied in 2016.

"Illinois is a part of the country where, in general, during the recession, it held on to (people) who wanted to move to Sun Belt states. Now, it's losing them," said William Frey, a demographer with the Brookings Institution who analyzes census data.

"When you have a big state like Illinois, to lose population for three years in a row? That's cause for alarm," he added.

The plunge is mainly a result of the large number of residents leaving the state in the past year — about 114,144 in all — which couldn't be offset by new residents and births, according to census data measuring population from July 2015 to July 2016. The number of residents leaving the state is the largest in recent history, as data from 1990 show just 50,440 residents left Illinois and migrated to other states.
