The photo at the link shows he can walk, so I’m left wondering if the wheelchair was just a prop he used for sympathy...? Regardless, I just think cases like this need to be dealt with quickly and with extreme prejudice.
Put him in general population and let it slip why he is in there.
Perhaps permanent confinement to a wheelchair would be best. A C2 complete injury would prevent him from interfering with anymore children. Perhaps even rapid, massive lead poisoning, of the .45 Calibre variety, might be the most cost effective solution to a likely untreatable problem.
