The House Homeland Security Committee heard expert testimony yesterday on the effects of a high-altitude nuclear detonation that could knock out the U.S. electrical grid for up to a year, resulting in the deaths of 90% of Americans.
A nuclear attack from space would generate an electromagnetic pulse, or EMP, that would "inflict devastating damage" on the U.S.

In calling on the Pentagon and President Trump to move quickly to protect the grid, the experts testified that an explosion of a high-altitude nuclear bomb delivered by a missile or satellite "could be to shut down the U.S. electric power grid for an indefinite period, leading to the death within a year of up to 90 percent of all Americans."

That's my thinking too. I believe we are more resilient than that.
Part of Texas has a parallel power grid which we would get up and running if there was too much delay restarting the national grid.
I read an article that hardware stores are in a panic as the younger generation has no idea how to make or fix anything. Their pastime of electronic devices would cease and they would be lost. The young and the old that could not take care of themselves would be lost. Rural people would have a big advantage over city people as we already deal with power outages and many of the problems associated with dealing with less.
Hasn't been a year yet, apparently.
And the remaining 10% would be rural “red state” residents who still remembered how to hunt, fish and live off the land...

Yeah, those would cause issues. And then there are the nuclear power plants. How long would they last before meltdown?
I think the problem is zero transportation, zero communication and zero electrical grid. We aren’t talking about hours, days or weeks, but likely to extend into months and maybe two or three years.
Pick out an area of western Washington, and one-third of Oregon’s west coast...then figure no movement. US Army would have to come into each region...likely pick up thousands per day and transport them out of the affected area. Lack of confidence with the authorities would start up, and civil strife would move on quickly.
If you had horses and bicycles...you might be able to move around. This EMP thing is a lot bigger than people think.

Well that’s crazy. “THEY” warned CONgress. Sheesh. Do I have to spell it out for you? LOL! Maybe it was those two highly placed anonymous sources from the white house. “THEY” usually leak stuff like this.

2) They're getting tons of aid from mainland USA.
Is there actually any evidence of this or is it grant time hyperbole?

I don’t know about 90%, but I wouldn’t want to be in one of the cities. Any city.
well the nuclear plants have backup generators and backup backup generators.
They would end up shutting the nuclear plants down before the generators ran out of fuel. They would probably start the shutdown as soon as the grid starting having issues. So I don’t think there would be a meltdown.
But that’s another source of energy that is now offline and will be until the grid is repaired sufficiently.
I have read the article twice and conclude both times that it is misleading BS. Speculation at best. Heck, no one has ever tested an EMP device and nothing (1) suggests it works, (2) that it could cover the US, and (3) that it would kill people. This is simply fearmongering at its worst. Click-bait more likely.
My entire street is on shallow well water. Many have hand pumps atop their wells for just in case like I do. I’d share water with whomever wanted it. I have an aquifer running 25’-100’ deep under the neighborhood, 5 miles wide.
No electricity means ...
No fuel
No transportation.
No refrigeration.
No food.
No water.
No medicine.
I’d say bring in the thousands of diesel locomotives that are sitting idle across the country to generate electricity on a per neighborhood basis, but they’ve even torn up the tracks.
