The con is that the treasury note if stolen would be a loss (not registered, coupons good as cash).
The pro is that it keeps the government in its place and not to be nosy.

I’ve been with somebody renting a car with a Debit Card. I believe the rental agency charged an extra fee. Can’t remember. There WAS something different about it. Maybe they held a deposit.

Interesting. When I worked at the IRS long, long, long ago some nights I wouldn’t get just checks and money orders to process (that IS a money making organization...../Captain Obvious)
But some nights I’d get CD’s I’d have to enter into the system. Stacks and stacks and stacks of them. Those and the checks/money orders, they’d pull a big cart of them up to the aisle near your desk. You’d just go grab a pile and get to work.
That facility is long gone but the first time, I was out on the main floor with 500 terminals or so, processing 1040’s and 1040A’s. Very soon afterwards, thankfully, I was transferred to the special room where we actually handled the checks/money orders and CD’s.
