I think she is pretending to be running so that nobody dares to investigate her for the recent revelations pertaining to the Russian pay-to-play scam in which they received uranium in exchange to Clinton Foundation donations. But I don't think she'll actually run.

I hope she does though. It will be very entertaining to see her crash and burn for a third time.
