If they would not be held accountable by reason of insanity then they are not the sort who should be walking around in a free society. They should at a minimum be in the company of a legal guardian at all times (or institutionalized).

The sheepdogs are more than able to take care of the odd wolf. Texas proved that and made this old dog twitch his rear leg a couple times.
