I had an uncle who was 26 years old and married, with the parents signing consent with the judge of probate for the license, to marry my aunt, age 14. So, if mama and daddy say okay and sign for their daughter to marry at a young age or even date a younger girl, then it is on the parents. If the male does not touch the girl while dating, then what crime has he committed?

Just as aside...a few years ago I attended the court hearing in Connecticut in which Michael Skakel was seeking a new trial.I was there the day he testified under oath,something he didn't do during his actual trial.
He blamed *everybody* for his fate.He blamed his lawyer for serving him badly.He blamed "two black guys",the live-in tutor they had and *his own brother* for the murder itself.
The moral of the story? Amoral individuals/groups will,when backed up against the wall,say and do *anything* to escape.

When HIPAA rules first came out, our hospital legal team held a meeting for employees where they solemnly intoned that if an underage teenager was found to be sexually active, it was not reportable, even to the parents, because of HIPAA. Citing the actual law contradicting that was ignored.
