RANCHO TEHAMA RESERVE, Calif. (AP) — Police on Wednesday called the deadly shooting rampage in California a clear case of “a madman on the loose” while defending their decision not to arrest the man for previously violating a court order prohibiting him from having guns.
At a tense news conference, police conceded that neighbors had repeatedly complained about Kevin Neal firing hundreds of rounds from his house among other erratic and violent behavior.
Tehama County Assistant Sheriff Phil Johnston said authorities responded to neighbors’ calls several times, but the 44-year-old Neal wouldn’t open the door, so they left.
“He was not law enforcement friendly. He would not come to the door,” Johnston said. “You have to understand we can’t anticipate what people are going to do. We don’t have a crystal ball.”
On Tuesday, Neal shot and killed five people and wounded at least eight others at different locations around the rural community of Rancho Tehama Reserve. Police later shot and killed him.

Damned if you do and damned if you don’t. Fact is if they had gone with a search warrant to seize the guns, it would have ended in a siege and killing the nutter.
And everyone would be all over their ass for that too.
We can either lock the nutters up with all that entails including abuse and loss of civil liberties and increasing the size of the police state or we can accept that freedom includes risk and a duty to take responsibility for defending oneself from those risks.

Perps and nutjobs in this country are well aware of the wussification of law enforcement. Even if they'd made contact with him, the justice system would not have done anything. I'll bet it shocked the $hit out of those 3 UCLA guys when they got caught shoplifiting in China. They were probably used to the "catch and release" program that passes for criminal justice in America.
Because YOU are a threat to their absolute power...this madman killer simply boosts their rhetoric, making him an asset.

50-100 years ago, we routinely locked up (prison or mental wards) nuts like this. We had no problems with any loss of civil liberties or increasing the police state back then.
We clearly need to return to the values, customs, laws and traditions that we had 50-100 years ago.

Seems rather obvious, the police had a good reason to confiscate those guns BEFORE that “madman on the loose” went on his shooting spree. Guess what all a moot point now.
You ever work in one of those state institutions? I did.
There was definitely abuse of every kind and palm greasing if the estate of the person being locked up was coveted by someone with power and money was not unknown.
Don’t romanticize the past. State-run institution have a bad reputation for a reason. Lack of accountability and vast sums of government money attract the worst elements of the human race.
Look at what crap goes on in the foster care system still today, do you really think the system for caring for the mentally ill and mentally incompetent (most of the institutionalized were abandoned retarded people, not mentally ill) who generally cannot effectively advocate and protect themselves was any better?

He was on bond. That should have allowed them to enter.
