Denise Turner Roth was Acting Director of GSA at the time the emails were handed over to Mueller. She served from 08/07/15 - 01/20/2017, having been nominated by Obama. Looks like she's the one who needs to be questioned about this. She was in charge, and owns the illegal turnover.
The head of GSA at the time promised to protect the documents. Meuller swooped in when that person was hospitalized and no one was in charge. He knew he couldn’t get the documents any other way.
