It would be instructive to audit the stock portfolios of the CA dems, including Kim Jong Brown, to see how much they invested in ammunition stocks after passing the bill.

New California law to take effect in 2019:

30314. (a) Commencing January 1, 2019, a resident of this state shall not bring or transport into this state any person born from outside of this state unless he or she knows that person was delivered by a licensed physician who was born in this state, excepting persons born in Mexico,and all countries south of California, pursuant to wthe procedures set forth in Section 30312.oopsie

Another side effect is an increase of robberies by criminals to acquire ammunition. Whether that is an unintended consequence or not I leave to you to decide.

Don’t know about a black market, but I live close enough to two state lines that I will just combine my bird hunting trips with ammo purchases.
I know (intimately) all the dirt roads into and out of California, so no state line check points.

Just use one of the thousands of dirt roads into and out of California.
Make sure you have water, spare tire, tire repair kit, a few fuel cans.
Oh, and don’t forget the AMMO and beer.

A lot of the cheap 5.56 ammo on the market today from Federal is overruns from the Lake City plant. ATK’s military contract overruns are on the market too. Both of these follow military headstamp protocols. If it’s being sold with an “XM” number, it has a date on the headstamp.

The other thing, at the moment a Federal Judge in San Diego has blocked CA’s enforcement of high-cap mags, which was part of both the Legislature-passed law bundle as well as prop 63? which was passed by the voters. From what I understand, since there is no severability clause in either law, it is my understanding that both laws are on hold insofar as their enforcement is concerned until the judge lifts his stay or the Ninth Circus rules against him. Then of course it will go to the worthless SCOTUS where it will hang around until they all quit playing with their genitals long enough to hear the case. But I am sure that FedEx and UPS will quit taking out-of-state shipments after the first of the year. My current order came in from Nevada in two days just yesterday.

The similar CT law forbids CT residents from buying ammo in state unless you PURCHASE a permit and go through checks. A CT resident can be in possession of ammo, just can’t buy it in state. A CT resident can buy ammo out of state and bring it in but cannot administer or distribute that ammo to anyone else in state unless both source and receiver has the permit.

There is zero funding to enforce this law. It’s pure intimidation putting some of the enforcement burden on businesses to not sell.

Wonder if and when courts will stop or throw out this law? Surprised at how little is being written about it. This is only second recent mention I’ve seen.

"Lawsuit Challenging Ammunition Sales Registration and Licensing Statutes - Effective January 1, 2019, SB 1235 and Prop 63 require the sale and transfer of ammunition to be conducted through face-to-face transfers and prohibit online orders of ammunition. On July 1, 2019, there will be a background check requirement for purchase of ammunition. This lawsuit will challenge the constitutionality of these laws as violations of the Second Amendment and Commerce Clause. CA DOJ has yet to propose regulations for the new requirements. Should these regulations exceed DOJ’s authority, a separate lawsuit may also be necessary."

"Lawsuit Challenging DOJ’s Ammunition Sales Registration and Licensing Regulations - The California DOJ has yet to propose regulations to implement these new laws. But when it does, a legal challenge will undoubtedly be called for."
