It's a long article, but worth the read (both articles I posted). In essence, there's a battle going on in the Virginia system with those who are convinced that it's absolutely broken and has to be overhauled vs. those who say "let's tinker around the edges". And of course the illegal immigration supporters don't like messing with something that might possibly "disenfranchise" their base.
