Egypt is broke as I read, so were does the money come from to bribe the tribes?

I think it isn’t a matter of Egyptian army troops assigned to the Sinai region being scared of the dark, so much as it is a habit and likely reinforced by their low pay and poor training. Night vision goggles would just end up being worn by the jihadis. Egypt would never allow the IDF to operate openly in the Sinai, barring some high-level treaty which likely could put more adverse political pressure on el Sisi.

All Egypt’s front line troops are tied up elsewhere - many along the Libyan border. I doubt el Sisis would order a shift as trouble in the Sinai does not yet pose an existential threat.

Then there would be the question of Palestinian access to Egypt - something no one wants, but could not entirely prevent given their Sinai state. How long would it take for them to begin working with the MB to overthrow el Sisi? Not long.

“Broke,” when it comes to nations, is a relative term. The money would come from the reestablishment of relations with the US, including aid, or, in the alternative from Vlad the Colluder, if Trump isn’t interested. I wouldn’t call it bribery. Give them something constructive to do besides gun and drug running, and pay them for it. Bedouins are flexible.

I don’t share your dim view of Egyptian troops’ capability. They hate the Jihadis for what they did to Egypt and for attacking them. It’s personal. Maybe Israel won’t get to operate openly in the Sinai, but covertly they can provide equipment, training and intelligence.

Palestinian access to Egypt? Well, yeah, that is a problem. It’s why this would be a Palestinian State in the Sinai adjacent to Ghaza. They’ll need passports and visas to enter Egypt. If Hamas messes with Egypt, it would be an act of war, which would give license to Egyptian troops to enter and apprehend Hamas leaders, and set up a puppet government, something that Israel could not do.

Working with the MB? The puppet government replacing Hamas after they try that would be happy to snitch and get in the good graces of its master, Egypt. Egypt, for that matter, will be holding elections soon. No MB candidates need apply.

The Sinai is vast and mostly empty. The Egyptian security forces are focused on defending national interests, like the oil & gas wells and pipelines, the canal, and the borders. They don’t want to play whack-a-mole with the Muslim Brotherhood.

Recently Egypt resolved a dispute with Saudi Arabia over a couple of Red Sea islands. Egypt gave up claim in return for billions in investment. The world mood may have changed but at one time Bill Clinton had $30 billion on the table to resolve the Palestinian dispute. Assuming a similar or inflation adjusted number could be raised worldwide - Egypt would come to the table. They may not agree, but they would at least listen. In theory, the plan referred to as Netanyahu’s would be adjacent to, and expand the size of Gaza by 5x, and be newly built to house the majority of a future Palestinian state.
