Congress has one task mandated by the Constitution: ensuring that the Federal Government has funds appropriated to continue operations.
Click on the links in the column on the right. The last time all appropriations bills were passed individually prior to the start of the fiscal year was 1994. The last time the spending laws were passed on time was 1996, but that included an omnibus appropriation.
Looks like they don’t read the Constitution at Congress.gov.

The so-called Elites don’t know or want to read. During the DeathCare debacle, I asked Mike Castle, former Delaware Congressman, if he had read the bill. No. I then asked if he could get it read on the floor. Laugh

As much as everyone complains about Congresses lack of useful activity, the same critters stay in place. “As long as my Ox isn’t gored, I’ll keep sending the critter back!” We need a fundamental change i.e. limitation of terms including family pass me downs.
Trump should bite the bullet and refuse a CAR. Keep doing it until they do here job. That will put the country back on the right track. If Trump doesn’t try it in his term it’s hard for me to imagine anyone who will.
Yep, and when the 4th branch proved inadequate (being subject to congressional scrutiny), the rats instituted, and the scotus blessed, the first agency in the 5th branch, called the Consumer Financial Protection Bureau! Yay!
Instead of Article I congressional lawmaking, untouchable, unaccountable Soviet-style politburos are the future.
The “same critters” are the only ones that run.

FR: Never Accept the Premise of Your Opponent’s Argument
Regarding federal operations that are actually expressly authorized by the Constitution, note that the Founding States delegated very few powers to decide domestic policy, these few powers evidenced by some of the clauses in Congress’s few Article I, Section 8-limited powers.
In fact, patriots can bet that any domestic federal spending program not reasonably related to the US Mail Service (1.8.7) is unconstitutional and probably win the bet most of the time.
In other words, nearly all post-17th Amendment ratification federal domestic policy is based on stolen state powers and likewise stolen state revenues uniquely associated with those powers, state revenues stolen by means of unconstitutional federal taxes. This is evidenced by clarifications of Congress's limited powers by previous generations of state sovereignty-respecting Supreme Court justices and other sources.
“Congress is not empowered to tax for those purposes which are within the exclusive province of the States.” Justice John Marshall, Gibbons v. Ogden, 1824.

Given Congress’s very limited domestic powers, the main thing that citizens might notice in a federal shutdown where domestic policy is concerned is a delay in mail delivery.
So the glaring constitutional irony of the federal government shutdown is that "shutdown mode" is basically how the Founding States had intended for the feds to normally operate anyway.
Patriots now need to be making sure that there are plenty of Trump-supporting, state sovereignty-respecting patriot candidates on the 2018 primary ballots, and pink-slip career lawmakers by sending patriot candidate lawmakers to DC on election day.
And until the states wake up and repeal the 17th Amendment, as evidenced by concerns about the integrity of Alabama's special Senate election, patriot candidates need to win elections by a large enough margin to compensate for possible deep state ballot box fraud and associated MSM scare tactics.

That appears to be true. McConnell shares in the blame. The House passed an omnibus appropriations bill covering all spending on 9/14/2017. The Senate took no action.
