That's actually good news. If reports are correct, much of Kim's army is starving and/or engaged in food gathering a fair percentage of the year. Therefore unit readiness probably isn't too great. If he's planning on shipping the units that can dress up for inspection/parade and the equipment that is running to the capital for display... Then that means they are not massing/positioning in preparation for an attack south.

Like most communist dictatorships, the NorKs likely have a separate collection of units specifically for parade use. The troops and equipment are optimized for looking good, and are generally useless in actual combat. Sure, they’ll have a few examples of their most recent weapons developments mixed in, but the bulk of their actual forces will still be out in the field. The parade wouldn’t make more than the smallest impact on their combat readiness.
