He’s looking for a judgeship and doesn’t want to burn any bridges. Mueller has a lot of (corrupt) friends in the legal world.
Maybe he is setting Muller up and allowing him a way out by doing the truthful findings.
On a totally unrelated subject, do you think it’s possible the intelligence agencies monitor and collect dirt on congressmen?

One of those q threads said Mueller is actually uncovering the corruption and the Trump Mueller friction is a ploy so the media has spent all year saying how great Mueller is, when he turns on them they won’t have a leg to stand on. For what that theory is worth.
