I imagine that Ms Rice will either “take the 5th” or claim “executive privilege” in any questioning by Congress. Congress could then demand a special prosecutor and a grand jury to get any answers, yet rice could continue “taking the fifth” to specific questions put to her in the grand jury. With that in mind, if Congress still demanded that grand jury process, it would be to find who could be netted for prior false testimony, or false testimony in the grand jury - either Rice herself or anyone else in the meeting she discussed in the Email - like Comey. Would any of them throw Obama “under the bus”?
