Considering the results of the 2012 GOP presidential primary in Utah, I don't see how you can possibly assert that. Romney also got 72.6% of the vote in Utah vs. Obama's 24.7%, in an election where Obama creamed him nationally.

Mitt Romney: 220,865 votes (93.1%)
Ron Paul: 11,209 votes
Rick Santorum: 3,541 votes
There is no way, barring Mitt Romney exiting the race by dropping out or dying, that Romney won't be the next U.S. Senator from Utah.
