If it is see through like the sample shown, that is a good thing. It is too easy to sneak up on a solid wall in an isolated area, put up a ladder, or build a ramp to the top. I just hope this company doesn’t belong to one of his cabinet member buddies with 2 full time employees.

All vendors have to be bonded, in case they fail to perform.
These contracts are being managed by the US Army Corps of Engineers, with anti-fraud oversight by the Major Procurement Fraud Unit of the US Army Criminal Investigation Command. When vendors first showed up to pre-qualify, they get briefed by the cops, who will be watching them.
It looks like the first contract award in the Rio Grande Valley of Texas will be coming up in a few months as well (estimated 6 May).
