Well, no. It "effectively turns semi-automatic weapons into automatics" the same way that throwing a box of ammo into a fire turns the fire into a machine gun. You can get the same effect was a "bump-stock" with a rubber band (see YouTube) and it's not a way to fire a weapon accurately. There are less expensive and safer ways to make noise.

I have a Ruger 10/22. ( It is fully automatic with a high magazine clip according to CNN). I don’t know what a bump stock is but I can really rattle off the rounds just using my finger.
