NOTHING - imho - justifies a 3 to 1 price difference across regions like this. Take it up with your government. They set the prices.
Why are there no bootleg milk trucks?
Because milk rots. Very fast. And if you bootleg long life milk then it is so much more expensive that it is cheaper to buy the stuff in the store.
Now there is cheese bootlegging.
