It wouldn't 'say' it implies anything, but it does imply a meaning since they did not explain what 'well regulated' meant. Please define what 'well regulated' meant to the authors. Is it possible for violent and/or mentally dangerous people to be 'well regulated'? The correct interpretation of the amendment is what the authors meant by it, and from reading The 2nd Amendment Primer I think the founders meant responsible people.
