My take is this: statements of this kind, and also those of James Comey, are meant to bring riveting attention to themselves. I believe they are putting a marker down so that they may later plead that they were persecuted unfairly as a result of what they previously said. In short, they are defensive measures made by people fearing imminent arrest.
