I think this entire story is total BS. Trump does not need to be told whether to congratulate Putin or not. If he does, he knows it will generate the usual media outrage. If he doesn’t, it’s a nothing. This is an entirely made up story.

As I recall Putin congratulated Trump on his win so why should not Trump reciprocate?

On Morning Joke this morning they said the advice to not call Putin was even IN ALL CAPS yet President Trump still ignored it. That means he can’t read or he doesn’t care. According to them.
They didn’t mention if obama ignored the same advice six years ago when he called Putin to say the same thing.
Trump’s “national security advisors” do not run the country. Trump does. He should feel perfectly comfortable ignoring them if he doesn’t agree with them.
And screw those useless, sanctimonious swamp creatures in Congress who walk around bitching how horrible it is that Trump talked to Putin - oh, yeah, like they wouldn’t sell their own Grandmothers to the worst tyrant on earth as sex slaves if it meant more power and money for them (yeah, my opinion of Congress isn’t exactly high).
No one “instructs” the President of the United States to do anything.
