Omnibus Spending Bill-

I spent hours yesterday researching the laws, the 1974 law and statutes and providing links. Do you know why the Omnibus is not going to get any notice? Here it is…

It’s not an official ‘Federal Budget’. It’s an Omnibus bill…not a Budget…He(Trump) outsmarted them again…Congress basically screwed themselves by not passing a Budget…

Per the Constitution…the President must adhere to a Budget set forth by Congress and direct the expenditures as provided therein. This is another one of those big Porkulus Bills, like they gave Obama for 8 years. This is not a Budget!

An Omnibus Spending Bill may have some ‘instructions’ as to how the money will be spent…but Obama ignored them. He spent the money, or didn’t spend it, however he wanted to. And Congress didn’t do a thing about it! Because they couldn’t.

I think our President observed how this happened, year after year. He is bound to realize that those ‘appropriations’ for different things in these Omnibus bills…are merely ‘suggestions’.

So like Obama, brilliant President Trump can spend this money on whatever he wants to. Or…not spend it.

Planned Parenthood? What if our President decided to tell the Treasury Dept to ‘slow-walk’ that money to Planned Parenthood…until the Senate gets off their ass and confirms his appointees?

Sanctuary Cities? What if our President decided to ‘slow-walk’ that money too…until those Sanctuary Cities assist ICE in rounding up criminal illegal aliens? Splodey heads? From the Dems/GOP to the Enemedia? Why yes, there would be a colorful display of splodey heads.

But what could they do about it? …Hah. Our brilliant President could just say…’Wait! Congress should’ve passed a Budget.’

Done finished…research was done…and it is so very humorous actually. Our VSG just said: Just give me money for the Military and the Wall…put anything else you want in it…and those goofballs did…lol

In this case, as per above, he doesn’t have to spend a dime….because it is not a ‘budget’. And even if it was…researched….he could still spend as he pleased… Congress appropriates, but it’s up to the President to spend it…or not….as he pleases. Oh, I did see $30 million for Military Tribunals and the Holamn Rule... Again, that is why Obama never had a Budget in his Presidency…Congress did continual Omibus’s and he just took the money.

US Snooz is friend-of-America’s-enemies.

They didn’t mind funding Obama’s creation and arming of ISIS in the slightest.

They thought leaving 2500 fully armed fighting vehicles behind in Iraq was good economics.

If construction begins before November, that might be too late, IMO.

If it begins Monday and is complete by November... that would be a BIG WIN.

If Trump manages to pull a slick ass rabbit out of his hat and turns the tables on these Swamp pricks, I will definitely change my tune after yesterday and admit that I was wrong as f***, so let’s hope that happens.

He is getting unprecedented backlash from the base, egged on by Never Trumpers pretending that they were a part of the base.

I hope that he learns from that, and never signs such trash again.

With whom would he lose capital ? People who don’t like him anyway ? All the more reason to veto.
Let Congress override, then they own it and Pres. Trump doesn’t lose with his own base.
Don’t override and Rats lose what they now are considering more than they ever got as a majority ?
Rats would have to own the shutdown, plus piss a lot of people off as they already left town.

I did contacted the WH asking the President to veto it and let congress own it by overriding or not overriding the veto.

Oh well.

no excuse for Trump. The bill did not have veto-proof support. Not in the House. Not in the Senate.
MAGA is dead.

“In terms of procedure, is there anything in statutory law, which would prevent a follow-up piece of legislation next week?”

Trump can use a provision of the 1974 Congressional Budget and Impoundment Control Act to request Congress rescind specific items. He should start immediately taking this action - start with some truly outrageous items that are included in the 2000+ page monstrosity. Congress will then have 45 days to approve his rescission request or the money will be spent.

Time to mobilize the troops to inundate Congress with support for individual rescissions. Force Lyan Ryan and Malleable McConnell to get a spine and at least clear out the waste.

Anyone he’s lost was not part of his base.

There is no way to spin this unless the base is beyond stupid. Trump messed up badly and betrayed us all.

He could have given a prime time speech and told voters that unless PP and sanctuary cities are defunded and money allocated the wall, he would not sign. The people would have rallied.

Instead, he sat idly by like an ignorant bystander and played into the popular caricature that he is a fool, moron, and an idiot. Schumer, Durbin, and Pelosi cannot contain their glee that they fooled and conned Trump. This is no Art of The Deal. It is for sure “The Art of Being An Imbecile.”

Could the "Paul Ryan Rescission Act of 2018" be passed with a mere majority in the house and senate, or would it require a 60-vote cloture vote?

What is the statute number of that provision from the 1974 act?

Checking the Congressional Budget Act of 1974 (Pub.L. 93–344, 88 Stat. 297, 2 U.S.C. §§ 601–688) on Wikipedia, I find:

Title X of the Act, also known as the Impoundment Control Act of 1974, specifies that the President may request that Congress rescind appropriated funds. If both the Senate and the House of Representatives have not approved a rescission proposal (by passing legislation) within 45 days of continuous session, any funds being withheld must be made available for obligation.

Correction: The proposal would be for a "Rand Paul Rescission Act of 2018"

Meanwhile, we can only hope to primary Paul Ryan out.

We are our own worst enemy. The President knew exactly what Congress would do. Watch Alex Jones latest video - if you have courage! Read the bill. Follow q.

To relay a question asked by another poster:

Would a "rescission act" apply to an "omnibus bill" (as if it were a "budget bill") within the 1974 statute?

Did you by any chance misunderstand Alex?

He was being sarcastic at the beginning, but he is still well aware that Trump is our only lifeboat.

Hey, the GOP did show fortitude. They stood up for their base - big donors who want open borders - even though they knew they would catch hell from their constituents.

Thank you! This is it in a nutshell.

A little something from one prototype, a little something from another and a little more from a third and you have a wall that is not like any of the current prototype. Remember Trump used to build things!
