The FBI Miami office got reports of Cruz the month before. They knew that something was going to happen. And Hogg takes the day off (perhaps to save his sorry ass in case he got injured/killed). Also notice how Hogg IMMEDIATELY springs into the lime light as ‘the spokesman’ for the movement. Almost like he was rehearsing for it. A lot a coincidences, or maybe there is more to this than meets the eye.
