The article doesn't state it but the most obvious cause for the riot must be LACK of FOOD. They are already starving outside of prison so think how much worse it must be in the prison.

The cells at the police headquarters are used as a temporary jail, from where detainees are taken to court to be sentenced. The same as if Mrs. Bill Clinton had her way - no trial.
