Obama nominated Michael Horowitz in July of 2011 to fill a vacancy left open by the resignation of Glenn Fine in February. Mr. Horowitz was confirmed in March the following year, and sworn in on April 16th, 2012.
It was a nomination Obama would come to regret.
Horowitz inherited a position that was effectively neutered in 2011 by Eric Holder's interpretation of § 6 of The Inspector General Act of 1978. (Authority of Inspector General)
Holder and his legal team determined that the IG had to request information. This allowed Holder (and other agency heads) to bog down IG requests in bureaucratic red tape, and in some cases, deny them outright.
Michael Horowitz was a lame duck on day one. What did he do? He methodically went to war. One might call it a war of independence, because that is exactly what it was.

For all intents and purposes, the investigation was over.
But, ... but Holder just announced that he might run for president in 2020.
Does a "contempt of Congress" have no value .. ?
The same Attorney General who armed the Cartels ?
Perhaps we should ask the Mexicans, or the relatives of the dead, whether he should run anything ..?

Much of the media has moved quickly to close the books on Attorney General Eric Holders role in the Fast and Furious scandal, based on this weeks report from the Justice Departments Inspector Generals office, headed by Michael E. Horowitz.
But for many others, the 471-page report is nothing more than an effort by an employee to exonerate his boss.

Exactly right, thanks for posting this - I’ve just given up trying to educate FReepers to do some research rather than just spewing the same old BS. Horowitz did not quit when Obama and Holder screwed him over, instead he fought them by allying himself with other Inspectors General from the other Federal agencies and working with congress to enact this reform (the IG Empowerment Act).
Obama signed it because by Dec. 2017 he probably figured it could be used against Trump.
Horowitz initiated his review a month later, as if there was a pent-up demand to dig into this - no hesitation at all. A strong will to do his job and proactive stance, that’s the kind of man IG Horowitz is.
It will be some time before his reports are released to the public but the important thing is they are being released in part to those who actually matter, and who are going to be acting on them with prosecutions.
Wray, Rosenstein, Sessions and yes, Horowitz are now "bogging down" Congressional requests for documents and witnesses.
For Horowitz, to stonewall Congress is to be hypocritical.

Horowitz literally had all the facts and evidence saying one thing and Holder claiming the opposite. So instead of finding Holder guilty, or even not guilty, Horowitz went that extra mile and found Holder completely innocent.

The key sentence is on p. 453:

In the next paragraph, comes the following statement:
Although the Office of the Attorney General received various weekly reports from components in the Department that mentioned Operation Fast and Furious, we found that Attorney General Holder did not personally review these reports at the time that his office received them and that his staff did not highlight them for his review. Holder re-interpreted the IG law to make the IG have to submit requests for any documents, and then if approved (and the testimony is that the requests only were approved if they supported something the AG wanted) issued a letter to any organization specifying what they were to turn over.
So...delay by weeks...specific warning to the investigated...specific permission needed to follow any leads deveolped...and refusal by the AG to turn over materials even under subpoena.

Toothless IG will write stern report and no one will be held accountable.
Seen this way too many times.
When Washington wants to get you, its no-knock warrants, Charges of lying to the FBI are parlayed into more charges, and every weak person is exploited.
Here, they just want to be able to say they did something. That something is a toothless report.
I'll believe it when I actually see things happening. Up to this point, I'm seeing a wimpy AG getting rolled by Obama acolytes. Mueller's team is stacked with Hillary pals, Rosenstein is a Dem, the Utah judge is an Obama appointee, Horowitz is an Obama appointee - are they seriously suggesting that only these crooks can do the investigating? Sorry, but that isn't even remotely OK, and I doubt the outcome will do anything but favor the Deep State.
I have always believed that the spirit of the US Constitution determines that an informed, non-felon, mentally healthy true citizen of the U.S. outranks the power of any and all Federal elected or appointed criminal officials, and it is a capital offense, with no Statute of limitations.
Execution to be carried out within 90 days. No appeals. The "appearance of impropriety" shall finally have meaning. No more hillary-deer-in-the headlights fake "innocent" look!
Why?
Because these criminals literally have the power of life and death, physically or effectively, over all citizens.
Execution to occur after due process by a judicial system proven to be free of corruption or taint of conspiracy with other government agents or agencies.

So Sessions is helpless and clueless without the IG? He had a year to investigate, but without Horowitz he couldn’t detect horse manure if he stepped in it? [HT to, Without a Clue.]
The FBI is under Sesdions’ purview. But again, sans Horowitz they are helpless. The only possible way for the DOJ/FBI to discover perjury is if Horowitz feeds them the info.
Smh.
Was the fake president Magic Negro Constitutionally empowered to do that?
I recall no findings of national interests fake, or otherwise, to do that.
